The Liberals only attained a majority of 19 in the English seats in 1885, while their majority of 71 over the Conservatives rested on their preponderance in Scotland and Wales. This reliance on the 'Celtic fringe' was to continue in subsequent elections. The problem was that not even the full power of the Scottish and Welsh radical vote could hope to offset the inreasing Conservative preponderance in England. No doubt the Nationalists' injunction to their supporters to vote Conservative in constituencies where there was no Nationalist candidate cost the Liberals dearly in England, perhaps as many as 27 seats, but the relatively poor showing of the Liberals in England also reflected a failure to make any decisive and longlasting capture of the new urban electorate ofpost-1867.

In this sense, the split over Home Rule was much more significant than the mere number of deserters from the parliamentary party would suggest. It is true that the desertion of the Whigs on the issue made the party ideologically more coherent: the radicals were now in firm control and had to make no more concessions to landed property power. 21 It is true, too, that Joseph Chamberlain may have been a spent force within Liberal radicalism by the time of his desertion over Ireland, and that his allegiance to Unionism was in turn almost to break Conservatism in two, on the question of tariff reform.
