A Quinean conceptual scheme embodies a purely ‘instrumental’ (or ‘technical’, or ‘functional’) rationality, which regards everything that is not part of the scheme either as reducible to its canonical – scientific – standard or as nonsense. e. to govern action that is purely instrumental or ‘zweckrational’ in Max Weber’s sense. Habermas, following the Frankfurt School, classifies all of natural science as instrumental in this sense.

Conversely, fruitful concepts are often developed long before we can understand how to fit them into a larger scheme or framework of knowledge (1928b, pp. 7–8). We sometimes find solutions before we fully understand the problems they solve (1928b, p. 6). Carnap’s example for this is the seventeenth-century concept of the derivative of a function as a way of expressing the rate of change of a magnitude, which was used successfully by generations of physicists and mathematicians, but only understood – rationally reconstructed – by Cauchy and Weierstrass a century or two later (1928b, pp.
