In other words, knowing the facts alone was not enough to mobilize affected citizens to action—even in a much more immediate communication emergency of a type that was familiar to many of the affected citizens. New Orleans had experienced hurricanes before; what was initially missing was an understanding of how Katrina was different. Scientists as Key Communicators; Non-Scientists as Audience Many scientists, even those who are great teachers, may not be skilled as persuasive communicators; even though trust in scientists in our society is high, that may not be enough, just as the scientific facts on climate change are not enough.

But even this may not be enough. Our educational systems do not do enough to foster “critical science literacy”, a point this book will return to in Chap. 6; that is, these systems do not reliably provide people with the conceptual and analytical tools they need to form reasoned opinions about issues that rest in part on a foundation of scientific inference, interpretation, and an inevitable lack of total certainty. This is not to say that everyone needs to be a scientist, any more than everyone needs to be a novelist or an artist to think critically about literature or art.

Change in the Information System Today, there are fewer journalists working for traditional news organizations and more messages being generated (often via the Internet) by a variety of individual and institutional interests, ranging from activists to corporations and from scientists to ideologues. With an on-the-ground organizational infrastructure of trustworthy advocates for action on climate change largely lacking, conservative corporate interests may dominate; and while many corporations realize they can win public support by acting in a socially responsible way (or seeming to), with public opinion on climate change seemingly divided this may not always be an issue that even the most progressive company wants to take on.
